According to the Cheka-OGPU and Rucriminal.info, two judges of the Krasnodar regional court were detained in February. Despite this, acting court chairman Alexei Shipilov confidently declares that he will shed his "acting" title this month, as he will be reappointed for another term. To achieve this, he has found contacts in Moscow among the entourage of Supreme Court Chairman Igor Krasnov.
According to a source, in early February 2026, Vasily Loboda, the head of the group of judges of the Krasnodar regional court (and also Shipilov's confidant) hearing first-instance criminal cases, was detained in a park near the court while returning 2 million rubles previously received as a bribe for resolving a criminal case.
Shipilov did everything in his power to prevent FSB officers from pursuing these materials. Counterintelligence agents are known to skillfully manipulate such "ORMs," as they alone decide whether to forward the materials to investigative bodies for prosecution or not. Many judges thus became their agents. And, according to our information, Shipilov achieved his goal.
Loboda simply submitted a letter of resignation. This letter will be urgently reviewed on February 20, 2026, by an extraordinary Qualification Collegium of Judges (QCJ) of the Krasnodar Regional Court.
Furthermore, a week later, Judge Galina Lobodenko was arrested. She requested payment for the "proper" review of an appeal in a criminal case. Once again, Shipilov rushed to resolve an issue that could ruin his proposed reappointment. As a result, Lobodenko went on extended sick leave. The materials have not yet been received by the investigative bodies.
Lobodenko is a member of Judicial Panel No. 3, and its chairman, Vladimir Gorban, is a member of the Presidium of the Qualification Judicial Council.
Lobodenko's husband, Konstantin Lobodenko, is the chairman of the administrative cases panel of the Krasnodar Regional Court.
It's worth noting that Loboda and Lobodenko are part of Shipilov's inner circle. They not only carry out his orders to render the necessary decisions, but also participate in the commercial aspects of the court's operations.
According to a source, Shipilov conveys private instructions to judges both personally and through Metelev, the head of the judicial department, who has spent her entire adult life as an assistant to Kislyak, the shady master of the court.
Shipilov himself tells everyone around him that he is now on "close terms" with Krasnov (who positions himself as a "cleaner" of the judicial system), and Krasnov will certainly arrange his reappointment.
Shipilov privately shares that to resolve his issue (Moscow had long categorically refused to allow him to be reappointed to this position), he found a way to contact First Deputy Prosecutor General Anatoly Razinkin. Razinkin is a close friend of Igor Krasnov, the former Prosecutor General and the new Chairman of the Supreme Court of the Russian Federation. Shipilov claims that, through Krasnov, Razinkin resolved all of his problems with Moscow, including those within the Presidential Administration. Moreover, he is blocking those who were blocking his reappointment.
