VChK-OGPU and Rucriminal.info have learned details of the charges brought against Roman Khoykhin, head of the rolling stock department at the Central Infrastructure Directorate of Russian Railways. As a reminder, our project reported on his arrest yesterday. Today, the Investigative Committee of Russia officially confirmed this information, announcing the opening of a criminal case for bribery on an especially large scale. According to our information, Khoykhin organized a corruption scheme involving the repair of freight cars for Russian Railways. The company through which these transactions were conducted is Velikoluksky Wagon Repair Plant LLC. It has been established that the Russian Railways official asked his acquaintance, Farrukh Nodyrov, to act as an intermediary in accepting bribes from the plant's management. The scheme was based on regular payments for each repaired part. The plant's general director, Daniil Slesarev, transferred between 500 and 2,000 rubles monthly through an intermediary for each repaired solid-rolled wheel intended for the needs of the Central Directorate of Infrastructure of Russian Railways. In exchange, Khoykhin ensured the conclusion of contracts for freight car repairs and the subsequent smooth acceptance of the completed work. To disguise the money transfers, a scheme involving fictitious spare parts deliveries was used. The intermediary recruited individual entrepreneur Yulianna Kim, using her account details to execute contracts for the supply of spare parts for the cars. In fact, no products were delivered under these contracts, and the transferred funds were intended to pay a bribe to a Russian Railways official. According to investigators, a total of 12,464,800 rubles were transferred to Roman Khoykhin from 2023 to 2025.
