Few people know, but at the dawn of the 2000s, the Russian authorities promoted the development of green energy, into which solid money was poured at that time. The locomotive of solar energy was the Hevel Group of Companies (later the Unigrin Energy Group of Companies), the main owner of which was Viktor Vekselberg (yes, that same owner of Renova)

In this article, the VChK-OGPU telegram channel and Rucriminal.info continue the series of stories about the stagnating energy industry - the solar business of Unigrin Energy (as well as subsidiaries Hevel, EnkorGroup, etc.) and their thieving director Igor Stepanovich Shakhrai.

Against the backdrop of growing criticism against him, Igor Stepanovich began actively misinforming the head of Renova Vekselberg about the real situation on the ground, justifying himself with sanctions and enemies. Let's look at the successes of our sunny boss. First and foremost, there is chaos in the work of not just one plant, but all plants, and disruptions in the supply of all products in the group of companies. Over the past 3 years, several additional plants and enterprises (glass production, electrical equipment, assembly plants, etc.) have been acquired in addition to those built earlier. The enterprises have lost their bearings, products from one plant do not have time to be delivered to another, and so on down the chain. Shakhrai, who took control into his own hands, simply does not know what to do. A comprehensive CRM system for a vertically integrated company is the most important tool for building a production chain. Imagine, there is no global modern built system in principle now. But this is a convenient format for the CEO, because it is difficult to notice the affairs that are being carried out in his personal interests on the ruins. And as we have previously reported, kickbacks for raw materials (and equipment) are controlled by the invisible eye of Elena Aleksandrovna Bodnarchuk in the interests of Shakhrai, and it is easier for her to do business when there is complete chaos in procurement. That is why Igor Stepanovich is trying - he dismissed the new procurement director Ekaterina Sukhanov, who has not worked there for even 1 year. The new appointments should surprise everyone.

Bodnarchuk herself has appeared on the horizon again. After a long vacation, Shakhrai's wallet now spends a lot of time flying between Astana and Shanghai. Unigrin Energy has been trying to sell its business in Kazakhstan for several years. And the deal could have been quickly agreed upon, but the far-sighted Igor Stepanovich decided to make money here too, 0.5% of the deal will make him and his grandchildren comfortable, Elena, as a private individual with Spanish citizenship, is conducting complex negotiations on the kickback. Because of this, the deal is taking a long time to agree on, the Chinese are persistently bargaining.

Renova is also studying in detail the fact of inaction in the company, let's say, another fact of sabotage by Shakhrai. At the beginning of 2022, when the dollar exchange rate flew over 95-100 rubles and stayed there for a whole quarter, the task was set to export about 150 MW of illiquid solar panels that had been lying around in warehouses for years. At such an exchange rate, the products, converted into rubles, were really competitive and third-tier countries would have snatched up these products. These products could have been sold for about $35 million. How many deals did Shakhrai approve? And he was the only one making decisions - he didn't approve anything at all! Then he sent these modules to Africa, and they have been lying there for almost three years. For a second, the same products have now fallen in price by three times ($12.5 million) and in fact $22 million was simply buried in the ground. Let's explain it more simply - if Shakhrai had cared about the company, then for those $35 million it would now be possible to buy about 500 MW of the most modern panels, but we still have illiquid assets lying around. It's just that the respected Shakhrai and Bodnarchuk did not agree on their commission, as always.

Does the chief auditor Natalya Borisovna Belykh know about this - of course! But the audit, as always, is engaged in shifting papers, including forging documents for government agencies. Now she has to retroactively draw up "correct" documents for reporting to the government of Kaliningrad and other government agencies for the allocated money. What prevented her from preventing these machinations at the very beginning and promptly reporting problems to the top - Belykh was busy with personal matters in the midst of construction, she has had 15% of unregistered departures from work over the past 3 years (of course, with Shakhrai's permission), and every year, instead of inspections, she approves vacations for her entire management for 20-25 days for the May holidays. "Work can wait, and then we'll make another beautiful report about nothing" - this is the principle of the chief auditor.

As we can see, with this approach, the solar business is finally going into decline..
