Transneft Vice President Andrei Badalov died after falling out of the window of his apartment on Rublevskoye Highway in Moscow. The daughter of the deceased told the VChK-OGPU Telegram channel about her father's last days.
According to Marina Drobachevskaya (née Badalova, works at the Almaz-Antey concern), Andrei Badalov was depressed and mentally exhausted in his last days. Each time during the last few days, he came home tired and sad.
At the same time, everything was fine at home, the Transneft functionary did not express any complaints or intentions to commit suicide. His wife died in 2018. Andrei Badalov did not withdraw into himself, communicated with and supported his elderly parents and two daughters (the eldest is abroad).
"I don't know how it happened, by chance, or maybe they let me down. Now we have representatives [of law enforcement agencies] looking into it. He didn't leave me any notes," Marina Drobachevskaya commented.

Andrei Badalov, the former director of the Voskhod Research Institute, was at the very center of the corruption scheme. From 2019 to 2021, tens of billions of rubles of budget money went through Voskhod - supposedly for government contracts, but in fact - into the pockets of a select few. The Russian government was actively spending billions on import substitution, unaware that most of the funds were immediately stolen.
According to Federal Law No. 44-FZ, the Voskhod Research Institute became the sole supplier for the Ministry of Digital Development and other agencies. The prices were invented by officials themselves, without any bidding or market analysis. Then came the schemes under Federal Law No. 123-FZ, where the Federal State Autonomous Institution Research Institute Voskhod itself chose the contractor, and the names of the performers could be omitted. The money flowed away in billions.
After the Covid relief for IT companies, turnover increased. Inspections were banned, which means it became even easier to steal. Budget billions almost immediately settled in the accounts of commercial firms. This fact was established by Rosfinmonitoring.
Badalov - LANIT - Technoprom connections
Interesting connections have emerged. Badalov, Voskhod, Lanit JSC and Technoprom LLC of Ashot Khachaturyants were closely intertwined in the creation of the Russian Federation State Information System of the Fuel and Energy Complex and other information systems. ISSB LLC reported extortion during the creation of the State Information System of the Fuel and Energy Complex back in 2015. The participants in those schemes are now either under investigation or dead.
Khachaturyants and Badalov mastered state orders together. Technoprom LLC received contracts from Voskhod without a competition. Only in open sources, TECHNOPROM LLC concluded contracts without competition - for a total of more than 5 billion rubles. Rosfinmonitoring indicated that this money was legalized by criminal means. FAS turned a blind eye to everything, citing the COVID ban on inspections of IT companies.
The Ministry of Internal Affairs on the payroll of the defendants
Theft checks have disappeared in the Internal Affairs Directorate for the North-West Administrative District of the Main Directorate of the Ministry of Internal Affairs. The police officers there, according to sources of the VChK-OGPU, are on the payroll of Technoprom LLC and Inline Group JSC (both organizations are located in the same building). INLINE GROUP JSC owned RESURS SERVICE LLC, which transferred a bribe to Deputy Minister Tikhonov in the amount of 80 million rubles. for which he was convicted in 2024.
TechnoProma LLC prepared a fictitious examination for convicted Tikhonov A.V. to terminate a state contract with ISSB LLC, which contacted the police on the fact of extortion of a bribe by Shcherbov R.M. for Tikhonov A.V.
The Prosecutor General's Office of the Russian Federation is banging its head against the wall - the FAS and the Ministry of Internal Affairs are ignoring all its demands.
Gens took secrets to the grave
In 2018, Georgy Gens, the creator of LANIT, died in Kamchatka. He took with him the secrets of how state information systems were created and why servers were sold to the state at tens of times the market price. Gens is called the organizer of the theft scheme during the creation of the State Information System of the Fuel and Energy Complex of the Russian Federation.
In 2025, the sentence of former Deputy Minister of Energy Tikhonov and Vice President of LANIT Serebryakov came into force. But neither LANIT nor Philipp Gens were held accountable. The money was not returned to the treasury.

Gorbachev P.M. and Sviridov E.N. conducted tenders from computers installed in the same room.

Traces in the Ministry of Internal Affairs and new witnesses
Ashot Khachaturyants and Philipp Gens attempted to "put the squeeze" on the director of OOO NIT Savin A.A. by writing a denunciation to the police at the place of registration of OOO TEKHNOPROM in the North-West Administrative Okrug, not at the place of registration of OOO NIT in the Northern Administrative Okrug. For this adventure, they used the data of Arabadzhi V.V. from Kamchatka, who had been convicted of drug charges.
The materials were leaked to the operative officer Zakharyan G.L. - a native of Yerevan, who, as it turned out, did not even receive Russian citizenship by birth and did not officially renounce his Armenian passport. This calls into question the legality of his service in the Ministry of Internal Affairs. Zakharyan G.L. before his position in the Department of Economic Security and Anti-Corruption, he was a district police officer.
G. Zakharyan, knowing that the applicant was fictitious, tried in every way to bring the head of NIT LLC to criminal liability based on a fictitious statement by a convicted resident of Kamchatka, Arbadzhi V. Arbadzhi V. had never been to Moscow, nor could he have written any statements, and the operational officers could not question him.
The leadership of the Internal Affairs Directorate for the North-West Administrative District of Moscow completely ignored the statement about the deliberate false denunciation in order to work off the fee received from OOO TEKHNOPROM.
As we remember, Georgy Gens mysteriously parted with life also in Kamchatka in 2018.
