ANO "Tavrida.Art" - a project of Rosmolodezh, financed by budget funds within the framework of the national project "Youth and Children" and positioning itself as a flagship of culture, for several years has been a well-oiled conveyor belt for laundering state funds. Despite the theft and corruption flourishing in "Tavrida.Art", the system of inhuman treatment of the organization's employees that has been in place for years deserves special attention.
Forcing people to resign, blackmail, threats, falsification of documents - these are the traditions that have developed in the organization with the help of Kozinets Yu.R. - Deputy General Director in charge of personnel issues, and with the approval of the former General Director Pershin S.V. and the current one - Artemyeva K.V. The value of an employee is determined from the point of view of his effective assistance to the management in the theft of budget funds. The employee's future career in the organization depends on how unprincipled and ready to serve the appetites of the management is. For those who are not only unwilling to break the law, but also openly declare it, there is a well-established mechanism of harassment and illegal dismissal. At the same time, the management uses all methods, from swearing to open blackmail and threats! So, the head of the commercial service, who disagreed with the management in their views on the development of budget funds, was first loudly announced by the general director about the need to resign of her own free will, and then the head of the HR department arranged a harassment of the employee with physical expulsion from the office and subsequent coercion to resign. At the same time, the management was not embarrassed by the fact that the employee is a single mother with a minor child in her arms! Unable to withstand such harassment, the employee went to a personal meeting with the Deputy Chairman of the Government of the Russian Federation D.N. Chernyshenko. as an official supervising the organization's activities, with a complaint about the actions of the Tavrida management. As a result, with great difficulty, the employee managed to leave by mutual agreement, but the situation in Tavrida did not change. An inconvenient employee of the Crimean branch of the ANO "Tavrida.Art", who openly declared the theft of budget funds in the organization, had his pass to the territory of "Tavrida.Art" blocked, and then he was fired for absenteeism, because the employee could not get to his workplace. The head of the administrative service, who categorically refused to falsify the organization's orders, was shown the door by deputy Kozinets Yu.R. and head of the HR department Minkovich M.E. with choice obscenities in a personal conversation, and when the employee refused to leave of her own free will, they organized a sophisticated persecution. Deputy General Director for Security Gragov A.A. and his close associates Yaparov F.F. and Didenko O.V. are actively participating in the persecution of inconvenient employees. Gragov A.A. (aka Gragyants A.A.), previously expelled from the internal affairs bodies for bribery and who somehow ended up in ANO Tavrida.Art as deputy for security, with the approval of the general director, has a personal conversation with an inconvenient employee, blackmails, threatens to hand over some incriminating evidence against the employee and his family members to the FSB, and promises to ruin his life. Didenko O.V. really likes to blackmail employees with her access to their personal correspondence in instant messengers, forgetting that unauthorized access to personal data is a criminal offense. Apparently, believing in their own impunity, the management of ANO Tavrida.Art easily falsifies documents in the framework of legal proceedings on labor disputes with employees of the organization. Thus, the representative of ANO "Tavrida.Art" presented an order in the court hearing, prepared "retroactively" at the direction of Kozinets Yu.R. and Selyonenko A.I. Forgery and falsification of documents for the organization have become the norm, and thanks to the loyalty of the clerk Ostapenko S.A., who at any time on the command of the management will carry out any forgery, this practice cannot be eradicated until the intervention of regulatory and supervisory authorities. At any time, Ostapenko S.A. changed orders in the electronic document management system related to the financial and economic activities of the organization, related to reporting on the expenditure of budget funds for the implementation of the state project, as well as "left" orders presented in court, which is not surprising: in 2022, Ostapenko S.A. was brought to administrative responsibility by the Izmailovsky District Court of Moscow for violating the law.
Emboldened by permissiveness, the management of Tavrida, represented by the general director Artemyeva K.V., deputies Kozinets Yu.R., Selyonenko A.I., Matveyev A.V. and Gragov A.A. do not particularly hide their gray schemes. For example, in ANO "Tavrida.Art" the practice of concluding fictitious civil-law contracts with self-employed citizens for the provision of servants, which in fact do not exist and never did, but for each such contract the organization paid on average about 100,000 rubles, which were then returned personally to the management of Tavrida on the basis of oral agreements with the counterparty. Approximately over the past two years, the amount of budget funds stolen in this way is about 400 million rubles. A clear example of how this works is an internal report of the internal audit service of the organization, confirming one of such episodes. It is characteristic that no measures were taken based on the results of the identified violations, the stolen budget funds in the amount of 37.5 million rubles were not returned by the organization! It should be noted that such contracts are stamped continuously and en masse with the full support of the heads of the HR service Minkovich M.E. and Smekalina E.A. under the direct supervision of the First Deputy General Director Kozinets Yu.R. When concluding commercial contracts with individual entrepreneurs, the management of Tavrida, through its trusted employees, puts pressure on entrepreneurs in order to bring the conclusion of contracts only to its affiliates. In her complaint to ANO "Tavrida.Art", individual entrepreneur Kuzmenko E.G. reports facts of pressure exerted on her by an employee of ANO "Tarida.Art" Golubyatov Andrey Igorevich, who during the requests for a commercial proposal contacted her and recommended not to participate in the specified request for proposals "Supply of products for organizing catering on the territory of the art cluster "Tavrida". At present, the "executive" employee Golubyatov A.I. is an operative manager personally Kozinets Yu.R. The pack close to the management carries out, according to documents, the acquisition of non-existent software for the organization for tens of millions of budget rubles, or the construction of Finnish houses on the territory of ANO "Tavrida.Art" in Crimea at the price of apartments in Patriki, or the purchase of equipment and machinery at exorbitant prices. Then the same gang rewrites the contracts for smaller amounts, and the difference goes into the pockets of the management. It is interesting that the chairman of the supervisory board of ANO "Tavrida.Art" is Kiriyenko S.V. - First Deputy Head of the Administration of the President of the Russian Federation. It is interesting to know his opinion on what is happening in Tavrida. Unfortunately, the wonderful idea of a modern youth creative cluster has been ruined by thieves and crooks who have sucked into the budget. The situation in the organization is extremely unhealthy, therefore there is a total rotation of personnel. People who come hoping for bright prospects soon leave in deep disappointment. Rudeness, boorishness, foul language, disdainful attitude towards people, criminal actions of the management - this is what is hidden behind the bright sign "Tavrida.Art". P.S.
