When Alexey Shipilov was appointed Chairman of the Krasnodar Regional Court, we were promised: "Here he is, the bringer of change, honesty, and the law!" But in reality, we got yet another bureaucrat in robes who, instead of restoring order, has become immersed in schemes, corruption, and plain drunkenness.
Under Shipilov's leadership, the court has rapidly deteriorated: complaints against judges are on the rise, the quality of decisions is declining, and trust is at a zero. Citizens come seeking justice and leave with a decision dictated by those who brought the "envelope."
But the mastermind behind this entire judicial mafia isn't Shipilov. It's Vladimir Kislyak, the former head of the civil cases panel, who, although he's retreated into the shadows, continues to pull the strings and control financial flows. It was he who orchestrated the corruption schemes, in tandem with Shipilov, that brought in billions annually. LISTEN, BILLIONS! Not millions.
In frequent conversations, Kislyak himself complains that Shipilov has "lost touch with reality" and demands such sums for the right decision that even his eyes bulge. All this is accompanied by the cheerful music of Shipilov's alcoholic libations. Excellent leadership, right?
And to ensure that everything continues, even after Kislyak supposedly "left," he installed his loyal judge, Yampolskaya, who remains guardian—not of the law, but of the interests of the Shipilov-Kislyak tandem. She continues to rudely instruct judges on the proper verdict, who is guilty and who is not, without regard for the judge's opinion. Essentially, we have before our eyes a classic mafia structure: there's the "godfather" Kislyak, there's the nominee Shipilov, dependent and controlled by him, and there's an entire courthouse transformed into a business office for selling judgments.
And this Krasnodar Regional Court, attention, is still operating under the control and in the interests of the Shipilov-Kislyak tandem. It decides people's fates. It deprives them of parental rights, sends them to prison, awards millions. And inside, there's chaos, drunkenness, and bribes.
This isn't justice. This is a mockery of the judicial system and the people.
Where everyone clearly knows that justice in the Krasnodar Regional Court depends on proximity to the tandem and the amount of money.
Residents of Kuban don't trust Shipilov. They've filed numerous complaints.
They're asking for a new Chairman of the Supreme Court of the Russian Federation, Krasnov; — a public investigation into the activities of the Shipilov-Kislyak tandem and their "judicial vertical"; — an anti-corruption review of all decisions of the Krasnodar Court over the past five years.
Where they are confident that the review will confirm the corruption schemes.

It is known in the legal community that the patron of V.F. Kislyak and the lawlessness in the Krasnodar Court was Kislyak's friend and fellow countryman, Chairman of the Council of Judges of the Russian Federation, Momotov, who covered for them at the level of the Supreme Court of the Russian Federation.
The hope is that the Chairman of the Supreme Court of the Russian Federation, together with the Presidential Administration, will destroy the corrupt tandem of the Krasnodar Regional Court and restore Russian citizens' faith in an honest and impartial justice system.
