The other day, Moldovan oligarch Ilan Shor and PSB Bank Chairman Petr Fradkov took part in a video conference with Vladimir Putin, who was effectively informed about the system they had created to bypass sanctions using a crypto exchange and Kyrgyz banks. Russian oligarch Roman Abramovich did not take part in the event, however, sources from the VChK-OGPU Telegram channel and Rucriminal.info call him one of the organizers and beneficiaries of this system. The interlocutors told how in 2024 Abramovich took Shor out of Israel directly to a personal meeting with Putin, after which the project to bypass sanctions was launched.

 

During the video conference, Putin launched the Far Eastern International Financial and Settlement Center for cooperation with countries of the Asia-Pacific region. The center was opened on the premises of the office of the fintech company A7A5, controlled by Ilan Shor and the Russian Promsvyazbank.

 

Shor told Putin that "in ten months of operation, the platform has carried out more than 7.5 trillion rubles of transactions, performing from one and a half to two thousand transactions daily."

 

Earlier, sources of the Cheka-OGPU said that Ilan Shor is now the main one in illegal operations using cryptocurrencies. In addition to A7A5, he also controls the Grinex crypto exchange, where all clients of the Garantex exchange were transferred. He also controls the Kyrgyz Kapital Bank and Keremet Bank. As a result, a powerful network for money laundering and circumventing sanctions using crypto and Kyrgyz banks is being formed.

 

Recall that in 2015, Shor was banned from entering Russia for a period of six years. Later, Moldova put him on the international wanted list through Interpol. All this together made him effectively unable to leave the territory of Israel, of which he is a citizen. Shor himself now assures that after the end of the ban, he could visit the Russian Federation without any problems. Sources of the Cheka-OGPU assure that the ban on Shor's appearance in Russia was extended for another five years. This explains the fact that even when Shor was widely considered a pro-Russian politician, acting remotely in Moldova, he was not noticed in Russia itself. Until February 2024, when Shor triumphantly returned to the Russian Federation. Abramovich helped him with this. Sources say that Abramovich and Ilan Shor have been friends for a very long time, they probably met through Shor's father Miron, a large and well-known Moldovan-Israeli businessman (he died in 2005). Abramovich often visited Shor in Israel. Tatyana Navka also visited him there: the couple Shor-singer Jasmine is friends with the couple Dmitry Peskov-Tatiana Navka.

During these Israeli get-togethers, the idea was born to create a channel to bypass sanctions. Several sources of the Cheka-OGPU said that Abramovich personally pushed this project in different offices, and, accordingly, Shor's return to the Russian Federation. In particular, he raised this issue several times at personal meetings with Putin.

And he got his way. In 2024, Abramovich received the go-ahead. Sources of the Cheka-OGPU say that a real special operation was carried out in conditions of increased secrecy in February 2024.

A private jet with Abramovich arrived in Israel. It was rented to one of the oligarch's assistants. Jets for Abramovich were rented to her all the time after sanctions were imposed on him. The plane with Abramovich and Shor took off from Israel and landed in Moscow. Sources claim that the ban on Shor's entry into Russia was lifted almost as soon as the plane was in the air "by a call from the very top." And this is not surprising. Sources say that Abramovich and Shor were supposed to go straight from the airport to a personal meeting with Putin. Shor's arrival was "tailored" for this very purpose, under conditions of heightened secrecy. Putin was in Sochi at that time and was supposed to return to Moscow. But it turned out that at the last moment he changed his mind and stayed in his residence by the sea. VChK-OGPU sources say that it is generally common for officials, businessmen, etc. to sit in the reception area for days and wait for an appointed meeting with Putin. He himself can easily decide to stay in one of his residences or do some other business, and the person waiting is not informed. Abramovich and Shor did not have the opportunity to wait. There were concerns that despite the security guarantees, Shor could be detained. Only a meeting with Putin could guarantee his immunity. Sources say that Abramovich eventually managed to agree that the meeting would take place directly in Sochi, where the jet with the two oligarchs immediately flew.

As a result, the meeting with Putin took place, permission was received to create an international financial settlement center, and in fact the largest center for laundering funds and circumventing sanctions. And Shor received full immunity in Russia. Soon he was given a brand new passport of a citizen of the Russian Federation. Shor and his team occupied an entire floor in the Four Seasons opposite the Kremlin. At first, he moved around with security assigned to him by Abramovich, then he acquired his own security and protection service.

As for Abramovich, he is considered the main the official of this center.
