The VChK-OGPU Telegram channel and Rucriminal.info continue to report on a high-profile investigation into corruption in the Ministry of Natural Resources. The investigation suspects that the director of the Ministry of Natural Resources department Irina Makanova systematically received bribes. Of interest is also the Minister of Natural Resources Alexander Kozlov himself. Firstly, Makanova is the closest person to him in the ministry. Secondly, Kozlov personally introduced Makanova to one "bribe giver" - lawyer Denis Merkulov.
Merkulov provided legal advice on the registration of land plots in the Losiny Ostrov nature protection zone. One of his clients was the TSN "Magnet", "Kedr", as well as an individual Olga Vladimirovna Zakharova. "Magnet" aka "Kedr" had no problems with the documents, since they were clean and transparent, a colossal amount of work was done and 120 land plots were registered, a total of 150 were declared. 30 of them were immediately refused, since they violated the boundaries of the protected area. Problems with Ms. Zakharova began from the very beginning, since she already had a number of negative court decisions, she broke the law and, using her resources, and she is not a poor lady and has connections (leading cardiologist of the Sechenov Institute), illegally registered her two land plots with the cadastral register, work with her dragged on.
In the process of work, Merkulov encountered unjustified refusals and extortion of money from some employees of the Ministry of Natural Resources. After which the lawyer personally contacted Minister Kozlov, who recommended contacting Makanova.
This is how Merkulov met Makanova. The work dragged on for two years and Merkulov often visited the Ministry of Natural Resources, he never had a conflict with Irina Yuryevna. Denis gave the official gifts on holidays, like March 8 and her birthday: a Dyson hair dryer, flowers, cosmetics.
In 2024, Merkulov again faced extortion of money from employees, a certain Otvagina, whom the lawyer does not know personally, demanded 7 million rubles from him, there were also extortions from two more employees. Merkulov contacted the security service of the ministry to Murad Kerimov. He listened to him, asked him to put everything in writing and send the information to WhatsApp. Denis sent everything, but no measures were taken, since the extortion continued, obstacles in registration and the work was put on hold.
On December 11, Merkulov had to take his child to kindergarten. He then describes the events in a statement that ended up with the VChK-OGPU: He was detained in a parking lot by unknown people without any identification marks. They did not show any documents. The lawyer was beaten for 40 minutes in front of his wife and child, one of the officers dragged the child by the ear into the car and blocked the doors. The second took the phone from his wife and held her. As a result, his pelvis and collarbone were broken, he suffered multiple injuries and bruises, concussions and closed head injuries, which later led to frequent fainting. After a physical warm-up, Merkulov was literally dragged along the entire road to the house, since he could no longer walk, putting a hat on his face, the distance from the parking lot to the house was about 80 meters, all the neighbors watched the entire procession. A search of the house began. The entire operation was led by Lieutenant Colonel Dmitry Nikolaevich Rogozhkin, senior operative officer of the 4th service of the FSB Directorate P. Since Denis is disabled (diabetes), he felt ill, his blood pressure rose to 220 and sugar to 23. The neighbors called an ambulance three times. When the medics arrived, Rogozhkin came out, cancelled all the ambulances and said that no one needed medical care here. Things and cash were confiscated. After the search, Merkulov's wife was taken to a separate room and the lieutenant colonel announced that your husband is being detained for giving a bribe on an especially large scale. "Since you have a sick child, explain to him that it is better for him to say that he transferred money to Makanova and Kozlov, since we do not need him, we need this drunkard who travels all over the country and Kozlov," the FSB officer said. Merkulov was taken to the Main Investigative Directorate of the Investigative Committee of the Moscow Region, the case is being handled by investigator for especially important cases Sergei Dukhanin.
