The VChK-OGPU Telegram channel and Rucriminal.info are increasingly reporting new details about the joint criminal activities of the former head of the Tomsk Region Department of Internal Affairs Igor Mitrofanov, famous for his unprecedented suspended sentence of 8 years for serious crimes, and the owner of the fashion store "Forum" in Tomsk Andrey Muravyov.

We have obtained documents from Muravyov's black accounting, in which he recorded in detail all the movements of money from him to the general and others. Let us briefly recall that General Mitrofanov, in addition to the traditional activities typical of "werewolves in uniform", also set up a simple business - he bought luxury cars from businessman Andrei Krivoshein at large discounts and resold them to other entrepreneurs at market prices, which was subsequently reflected in the criminal case. Igor Mitrofanov also bought real estate in residential complexes under construction with the participation of Andrei Muravyov, and also resold them. And so that the huge discount would not be visible, Muravyov first handed over cash to the general, which members of his family, who acted as buyers according to official documents, transferred to the developer's account under the guise of their own money. As can be seen from the materials at the disposal of the editorial staff, the total "discount", or rather bribe, transferred by Andrei Muravyov to General Mitrofanov and his deputy Alexei Vetrov amounted to almost 18 million rubles, and this is only for two residential complexes. Moreover, Mitrofanov resold one of the commercial premises to Andrei Krivoshein.
Why did Andrei Muravyov need to make such "investments" in the general? Including so that the people appointed by Igor Mitrofanov to key positions in the Tomsk mayor's office would help Muravyov commit crimes during the implementation of housing projects, in particular, to obtain municipal land without payment, at Sibirskaya, 9a and Shpalny, 3 in the city of Tomsk.
But it was always manically important for Muravyov to have the opportunity to feel close to the "powers that be", which implies that those around him treat him with the corresponding piety.
One of those who at one time did not catch this peculiarity of Muravyov was Ekaterina Sobkanyuk - a developer from Tomsk and the owner of a brick factory, and part-time deputy of the Tomsk Regional Duma. At the very beginning of his career as a developer, Muravyov approached Sobkanyuk to organize a comfortable atmosphere for purchasing bricks at the deputy's plant. But she explained that the procedures for selling bricks were well-established in the plant's sales department, even despite the rush demand in the summer. Ekaterina Sobkanyuk's refusal to organize VIP service for him at the plant, Muravyov perceived as a personal insult. And after long complaints to Mitrofanov about the "ugly behavior" of deputy Sobkanyuk, Muravyov got his way. At Mitrofanov's request, his friend, then head of the Investigative Committee for the Tomsk Region Vladimir Litvinenko, opened a criminal case on the theft of funds from the budget during the construction of a road to the village of "Serebryanny Bor", to which the company "SibDom", owned by Ekaterina Sobkanyuk, had a direct relationship. Sobkanyuk, after the criminal case was initiated, turned to an influential judge, whom she considered a close person, but was refused help. Igor Mitrofanov managed to convince the judge that it would be better and more profitable for him to wait until deputy Sobkanyuk was in the dock, and at that stage help her. Ekaterina Sobkanyuk was saved only by the personal intervention of the then governor of the Tomsk region Sergei Zhvachkin, and as it turned out later, there was no crime in Sobkanyuk's actions.
Upset by the refusal to help from an almost, as she considered, close person from the judicial system, Sobkanyuk tried for some time to sell her business, but did not find a buyer. What, besides this episode, connects the now former judge with Andrei Muravyov, is the topic of a separate publication.
Now Ekaterina Sobkanyuk is still one of the most successful developers in the Tomsk region. Muravyov is very worried that his outstanding ability, as he calls it, to “get under the skin” of influential people, as well as his intrigue and resourcefulness, cannot compensate for his lack of intelligence, and he has never become a successful developer. In most of his point construction projects, it is difficult to find standard economic logic, and only by obtaining free city land or deceiving gullible counterparties, Muravyov has managed to stay afloat.
The most striking example is Muravyov’s purchase of an unfinished construction project at 9a Sibirskaya in Tomsk from the Chuprin family, who invested about 150 million rubles in it. Having concluded an agreement to purchase an unfinished project for 90 million rubles, Muravyov paid only 1 million. Instead of money, the Chuprins received requests for a payment deferment for a long time, then offers for
dubious methods of calculation, and later open threats demanding that they abandon their financial claims in a good way. Seeing that the Chuprin father and son were not giving in to threats, Muravyov actively contributed to the initiation of criminal cases against them. Muravyov, with the help of corruption, also organized the withdrawal of the unfinished construction project at Sibirskaya 9a in Tomsk from the pledge with Promregionbank, depriving creditors of the opportunity to compensate the bank's debts to them from the sale of this asset. Earlier, the editorial board wrote about the detention by the FSB of the first deputy director of the Deposit Insurance Agency (DIA) Olga Dolgoleva. Another prominent figure of the DIA, Alexander Popelyukh, has also been under investigation since 2024. Whether the investigation will be interested in the illegal manipulations with the collateral of Promregionbank in favor of Muravyov, time will tell, because it was during the period of the DIA's management of the bankruptcy procedure of Promregionbank that the unfinished construction project was removed from the collateral, without repaying the credit obligations to the bank. As can be seen from the correspondence of Muravyov's partner in the Sibirskaya, 9 project, Evgeny Suslov, the amount of the bribe for the theft of the collateral from Promregionbank LLC was 30 million rubles. And as Suslov claims, Muravyov entrusted the technical side of the "issue" to him.
At the moment, Muravyov himself is in a pre-bankruptcy state and is feverishly looking for new victims - investors, partners, and especially suppliers and contractors of his new project on Kuleva, 25 in Tomsk, who will be ready to "wait a little with the payment until the project financing is opened in the bank." But Muravyov himself does not appear officially in the new project, as in the previous "luxury project" on Belinsky, 48, apartments in which do not want to be sold, and where the economy was initially unprofitable. But where, with a high degree of probability, there were also violations of urban planning regulations and laws.
Why is Muravyov not an official founder of his companies? In order not to spoil the picture when receiving project financing in a bank admitted to work with escrow accounts, which implies a personal guarantee of the founders, and this in turn entails the circumstance that it will be officially known about Muravyov's loans, repeatedly overdue, in one of the regional banks. The specialists of this small bank, in which all of Muravyov's property is pledged, show miracles of ingenuity, but they cannot forever "adjust" the standards in the reporting, covering up the results of Muravyov's experiments in housing construction, which they regularly tell him about. But the "creative businessman" Muravyov does not despair, and reassures his few remaining associates that he will, once again, "think of something." And no one doubts that "something" is another scam.
And Muravyov does not consider other approaches to business, because he simply does not know how to do it any other way. For example, in his store "Forum", where branded items are very generously diluted with fakes of not always good quality, the purchase price of which is at least 10 times lower than the retail price. Local regulars of the store are happy with a 30%-40% discount, regardless of the season and freshness of the collection that Muravyov provides to regular visitors, and try not to think about how such pricing is possible. Siberian VIPs, not always experienced in the specifics of Muravyov's "luxury business", are also happy with the special treatment, having discounts of 70%. They have no idea that even with such a discount, the "benefactor" Muravyov often pockets at least 100% of the profit, because fraud in everything is Andrey Muravyov's signature style.
