The Cheka-OGPU and Rucriminal.info have learned of a possible imminent reorganization of the Ministry of Emergency Situations (MES). Its employees may be placed under the control of regional authorities and the Russian National Guard.
According to the source, a plan to abolish the MES has recently been developed within the Security Council, headed by former permanent Russian government minister Sergei Shoigu.
According to the initiative's authors, the nearly 240,000 firefighters, who were previously removed from the Ministry of Internal Affairs, are to be transferred to the control of regional authorities; the rescue corps, comprising approximately 50,000 MES employees, is planned to be integrated into the Russian National Guard, supplemented by sappers and other specialists. Coordination from the federal government, however, will remain with the Security Council.
Centrospas and other emergency services will be subordinate to the Security Council, while the ministry's central apparatus will be razed.
However, whether Shoigu himself will receive "bonuses" from such changes is a big question. Previously, sources at the VChK-OGPU and Rucriminal.info stated that he could lose his position as head of the Security Council. This would happen if FSB Director Alexander Bortnikov resigns. Bortnikov has been on sick leave since May 2025, appearing only for high-profile events (such as Security Council meetings). In fact, the FSB is currently headed by his first deputy, Sergei Korolev. If Bortnikov leaves in 2026, he will undoubtedly assume the position of head of the Security Council. Moreover, according to sources, under Bortnikov, the Security Council could be empowered to oversee all of Russia's security agencies.
