German Gref has appointed Oleg Khramov, a general of the Russian Federal Security Service (FSB), as his advisor. Now, at Sberbank (which positions itself as the head of digitalization and modern technologies), information security will be overseen by a former officer of the Soviet KGB and the Fifth Service of the Russian FSB, the author of some of the most outrageous "special operations." For example, the plan to establish control over all global figures involved in information security, including Bill Gates and Zuckerberg. Khramov has had scandals in absolutely every position he has held.
Oleg Khramov previously worked in the Soviet KGB, and in modern Russia, he became deputy head of the FSB Directorate for Moscow and the Moscow Region. In this position, he became close with Deputy Mayor Valery Shantsev. When Khramov became governor of the Nizhny Novgorod Region, he managed to arrange, through the then head of the Security Council (and previously director of the FSB), Nikolai Patrushev, for Khramov to be transferred to the position of head of the Nizhny Novgorod Region FSB Directorate. His deputy was General Dmitry Muryshov, who was recently sentenced to 10 years for bribery. In the Nizhny Novgorod Region, General Khramov is remembered for two things. He participated in all church events, always wearing a surplice (see video). He also became known for a huge scandal involving Oleg Efremov, head of the Investigative Department of the FSB Directorate for the Nizhny Novgorod Region. Efremov was arrested for trafficking confiscated heroin. From prison, Efremov wrote a letter stating that he was under arrest due to a conflict with Khramov: the head of the Investigative Department refused, on orders from the head of the FSB Directorate, to drop the criminal case against Guli Khodyreva, the wife of former Nizhny Novgorod Region Governor Gennady Khodyrev. Efremov claimed that Khramov received 100 million rubles for the dismissal of the case. He also accused the general of protecting businesses and offered to testify to this effect. Afterward, Efremov was beaten to death in his cell by inmates and correctional facility staff.
Khramov's next career move was as head of the Operational Information Department (OID) of the Fifth Service of the Russian FSB. He, along with Fifth Service "top managers" Sergei Beseda and Dmitry Malyutin, oversaw operations in Moldova, Ukraine, the Baltics, and elsewhere. The latter two are regular subjects of our project.
And in January 2017, under Patrushev's patronage, Khramov became Deputy Secretary of the Security Council, responsible for information security. Previously, the VChK-OGPU and http://Rucriminal.info reported how, in 2020, with Khramov's support, the DoI attempted to carry out a plan to "establish control" over all global figures involved in information security. This fantastical plan (and the Fifth Service is notorious for such schemes) included bringing even Elon Musk and Bill Gates under its purview.
The DoI and Group-IB head Ilya Sachkov began implementing a plan to create an international conference on "Cryptosecurity and Investment Protection." It seemed like a routine event, but... The goal of this annual conference was to identify all individuals involved in information security internationally and attempt to gain some operational control over the actions of global giants (and who knows, maybe even recruit them). London was to be the venue and headquarters. Sachkov traveled there repeatedly to organize the event. He was assisted by the son of FSB fixer Eduard Budantsev from his first wife, who permanently resides in London. The official organizer of the event was the International Institute for Sustainable Development Problems (ISDP).
Russian oligarchs were enlisted to finance the project.
The following were chosen as honorary participants of the annual conference: Arkady Volozh, Ginni Rometty (IBM), Jack Ma (this is getting ridiculous), Bill Gates (even funnier), Sergey Brin (not so funny anymore), and even Zuckerberg and Elon Musk (we envy the imagination of the FSB's Institute of Sustainable Development).
A normal person, of course, would have immediately realized that this was an unrealistic dream, but who's stopping the Institute and its beneficiaries from dreaming?
How much money was spent on this project? How many operational reports were "generated" about how successfully he was moving forward and what successes the DPI had achieved in establishing control over Bill Gates and others.
When it became clear that the Kremlin's reports were a complete dud, the oligarchs' money for the project had gone who knows where, and there would be no conference with Zuckerberg, they blamed it all on an "information leak." And then Sachkov, the "weak link," was sent to the sieve.
But Khramov remained in charge of information security at the Security Council. Largely thanks to his efforts, information security in Russia is being achieved exclusively with a "sledgehammer."
