The VChK-OGPU telegram channel and Rucriminal.info received an appeal to the Chairman of the Supreme Court Irina Podnosova about a serious problem in the judicial department system in the person of the deputy head (and concurrently the head of the anti-corruption department) of the USD in the RT - Ramil Mirgayazovich Ramazanov.

"The said person is carrying out total administrative terror against judges of the Republic of Tatarstan, state civil servants (employees of the judicial system) and the department itself, against relatives of the said structures.

Ramazanov R.M., being a person whose powers include the fight against corruption, himself does not correspond to such an image.

 

We will give just a few facts.

 

There is a very specific fee for appointment to the positions of judges in the Republic of Tatarstan, the amounts start from 3,000,000 rubles for the positions of justices of the peace and are limited only by the appetites of Ramazanov R.M.

 

We will not talk about regular pressure on judges in order to make the necessary decisions in the interests of Ramazanov R.M. and people who have approached him with their interests, this is obvious.

 

A condition for appointment to the positions of judges may also be Ramazanov R.M.'s personal interest in "pushing through" a specific candidate.

 

The apparatus of the Qualification Collegium of Judges of the Republic of Tatarstan and the Council of Judges of the Republic of Tatarstan are located in the building of the USD in the Republic of Tatarstan and are directly subordinate to Ramazanov R.M., their chairmen are only puppets in the hands of Ramazanov R.M.

 

Thus, in 2021, a citizen named Garayev Rustem Raufovich, deputy head of the State Traffic Safety Inspectorate for the city of Kazan, a police colonel, a very close associate of Ramazanov R.M. decided to change his profession and become a federal judge. Moreover, a close relationship with Ramazanov R.M. would have contributed to this.

 

The story of his failed "appointment" would have been quite standard, but, alas.

 

In 2021, with the assistance of Ramazanov R.M. and to overcome the first step to the top of a judicial career, Garayev R.R. was appointed to the position of administrator of the Aviastroitelny District Court of the city of Kazan.

 

Having worked for a very short time, without having any experience in practical jurisprudence, Ramazanov R.M. in the same 2021 helps Garayev R.R. successfully pass the qualification exam for the position of a judge.

 

It is obvious that R.R. Garayev is his candidate, R.M. Ramazanov, and he managed to convince all 17 members of the examination committee for the qualification exam for the position of judge that R.R. Garayev's level of training allows him to administer justice.

 

On March 30, 2022, R.R. Garayev was recommended by the qualification board of judges of the Republic of Tatarstan for the position of judge of the Vysokogorsky District Court of the Republic of Tatarstan (only 5 km from Kazan), not without the participation of R.M. However, the specified candidate failed to pass the filter of the Administration of the President of the Russian Federation, due to the presence of a convicted relative.

 

Based on the results of 2022, R.R. Garayev becomes the best administrator (having worked in the position for only a year), again obviously not without the participation of his patron.

 

But since the judge's career did not work out, and mutual obligations with Ramazanov R.M. remained, the latter helps the "failed judge" to get an appointment as deputy head of the capital construction department of the USD in the Republic of Tatarstan.

 

All this again has the selfish interest of Ramazanov R.M., who loves money so much.

 

The USD in the Republic of Tatarstan, among other departments of the Judicial Department system, is in the first positions in terms of construction and repair of court buildings in Russia as a whole.

 

This means multi-million dollar contracts, development of budget funds passing through the capital construction department of the USD in the Republic of Tatarstan.

 

Having your own person there will allow you to control cash flows, and receive from it a very good personal profit for the luxurious life of Ramazanov R.M.

 

Talking about the competence of Garayev R.R. in the capital construction department, all this does not matter at all against the background of his unsuccessful appointment as a judge. Professional qualities have nothing to do with it, the main thing is that Ramazanov R.M. will help and promote.

 

Having a control person sitting on Ramazanov R.M.'s piggy bank with money, and where the same companies, clearly affiliated with Ramazanov R.M., win contracts, is necessary like air, because he is actively continuing the construction of a residential building in the prestigious cottage village near Kazan "Primavera", where the cost of land plots (without the house itself) starts from 23 million rubles and reaches 40 million rubles in cost.

 

But Ramazanov R.M.'s house itself in the same village no less luxurious, is being built by all efforts of Ramazanov R.M., who does not hesitate to use USD motor transport in the Republic of Tatarstan for the delivery of building materials (obviously purchased for the courts of Tatarstan within the framework of the execution of state contracts) and garbage removal, in particular the Ford Transit car, license plate A 816 AU 716RUS, VINXUS3227DPH0002316, which, according to purchase No. 0111100008424000030, posted on the website zakupki.gov.ru was purchased for the needs of the Aviastroitelny District Court of Kazan, where the same friend of Ramazanov R.M. - Garayev R.R. worked as an administrator.

 

It is not surprising why state contracts for the repair of court buildings in Tatarstan are handed over to the customer - USD in RT with huge delays without the application of penalties, all because within the framework of USD in RT for budget money there is another customer - Ramazanov R.M., who cannot be let down, so as not to have problems in the future.

 

The salary of Ramazanov R.M., his wife can in no way cover such expensive expenses on real estate, especially since in addition to the property in "Primavera", the Ramazanov couple also have other elite housing and other real estate.

 

According to the income declarations of Ramazanov R.M. in 2021, he earned only 1,105,079.79 rubles, his wife 5,313,576.38 rubles.

 

A year earlier, in 2020, Ramazanov R.M. earned 961,562.58 rubles, his wife 2,737,171.83 rubles.

Having the above-mentioned income, it is impossible to own such an impressive list of real estate, and even more so to build a residential building in "Primavera" for more than 100 million rubles, also on the annual salary of a civil servant and the income of his wife in the amount of 5.0 million per year.

 

There is unconfirmed information about the presence of Ramazanov R.M. real estate in the UAE, where his close friend - Khairutdinov Timur Irshatovich also holds the position of representative of Tatarstan in Dubai and controls these objects."
