For more than 10 years, the corruption schemes of PJSC "MOEK" have been headed by the protege of the Rotenberg clan - Dzhambulatov Zaurbek Islamovich and the organized business community (OPS) created by him, consisting of former employees of the Ministry of Internal Affairs. The activities of the OPS led to a catastrophic situation with the condition and functioning of heating networks in the capital. The essence of the issue
During large-scale construction in Moscow, sometimes it is necessary to reconstruct existing heating networks, new houses are built or are being built in dilapidated engineering infrastructure. The existing utility networks to which the constructed houses are connected, PAO MOEK must independently re-lay in accordance with the law. But in practice, all these reconstructions are paid for in cash into the pocket of the OPS Dzhambulatov and Rotenbergs through the "Penza moths" (as they are called in some closed communities) Yerashov Sergey Sergeyevich Sr. and Sharafutdinov Alexey Shamilevich. To provocative questions, they boldly answer: "nothing personal, we have just always worked together." Work on the reconstruction of heating networks is not carried out, communications wear out even more and faster. As a result, utility disasters in winter and disconnection of residential buildings from heat have become more frequent.
How is the OPS Dzhambulatov connected to the Rotenbergs
Until now, the guys (Yerashov and Sharafutdinov) have responded to the intractable builders hinting at high-ranking patrons by possibly involving the Rotenbergs personally in solving the issue. Having plucked up their courage, in a relaxed atmosphere, the guys can proudly tell about their joint vacation with their brothers and about the objects (the shopping and entertainment center "Aviapark", the Alexander Ovechkin Academy and many, many others), in which they invested money almost on par with the Rotenbergs.
How it works:
When constructing a residential building, a shopping center or any construction project, the applicant applies to OOO "TsTP MOEK" (a laying between PAO "MOEK" and applicants) for connection to the heating networks. After 30 days, OOO "TsTP MOEK" issues an offer of a connection agreement, within the framework of which PAO "MOEK" undertakes to lay a heating network to the construction site, and also, if necessary, to lay heating networks requiring reconstruction. If the applicant agrees with the terms of the offer, he signs it on his part and this is considered a concluded connection agreement. In case of disagreement with the terms, usually with the cost, the applicant draws up a protocol of disagreements or writes outrageous letters to various authorities. Then the terms of the parties are agreed upon and everything still ends with the conclusion of a connection agreement. The costs (expense part) for the construction of the heating network and reconstruction of heating networks of PJSC MOEK are included in the connection tariff and in fact does not spend its money on the connection at all (all costs are paid at the tariff by future applicants). At the same time, the developer must pay for the connection activities specified in the connection agreement. The cost of the connection agreement (revenue part) is calculated based on the tariff, the size of the connected heat load of the construction site and the volume of reconstruction of the heating networks included in the agreement. According to tariff legislation, the expense part of the agreement is not related to and is not equal to the revenue part, the connection agreement refers to the service agreement and is not a contract.
And now the most important and interesting thing. The volume of reconstruction of heating networks in each contract is determined by PAO MOEK represented by the Director of Technological Connections of PAO MOEK, S.S. Yerashov, based on his own considerations and without reporting to anyone. Connection contracts are concluded with OOO CTP MOEK and signed by S.S. Yerashov as the General Director of OOO CTP MOEK. As a rule, the cost of contracts with a heat load of more than 3 Gcal/h is deliberately inflated by including communications reconstruction in contracts with commercial developers. Often, the same re-laying is included in several connection contracts with different developers. Then there is a fork: 1) reconstruction is really necessary and 2) reconstruction is invented for the purpose of subsequent exclusion from the contract for a monetary reward. The second scenario has been repeatedly described by the Cheka-OGPU in previous investigations. Now let's consider the first scenario, when reconstruction of heating networks is really necessary due to the need to increase throughput. Although what is there to consider here? In all options, volumes for the reconstruction of heating networks are excluded from contracts for a monetary reward of at least 50% of the cost of the contract offer. However, in the first option, the necessary reconstruction work is not carried out, etc. Heating networks requiring reconstruction continue to rust and operate with an excessive load.
Thus, heating networks of Moscow and the Moscow region are not reconstructed, they become more and more dilapidated every year, accidents on heating networks become more frequent, and the Rotenbergs and OPS participants only get richer. At the same time, the management of PAO MOEK constantly signals that the networks are old and society needs funds or subsidies for their reconstruction. After this, the dilapidation of the networks is indicated as the basis for the need for large-scale reconstruction and an increase in tariffs for the population. Tariffs are constantly growing, and the networks are not updated.
As previously reported by the VChK-OGPU, the OPS is headed by Dzhambulatov Zaurbek Islamovich. The scheme for ripping off developers when connecting is headed and controlled by the first in PAO MOEK, Sergey Sergeevich Yerashov, senior, and not the first lawyer, Aleksey Shamilevich Sharafutdinov, who rips off developers by removing heating networks from under buildings under construction and by liquidating the property of PAO MOEK, first significantly overestimating the value of the property being liquidated, and then reducing it for a monetary reward.
After the developers have carried out a commercial bribe of PAO MOEK officials and, accordingly, Yerashov and Sharafutdinov have received funds through intermediaries, the money goes up the chain to Dzhambulatov. Well, and then we can only guess how Dzhambulatov distributes these funds: some definitely goes to the Rotenbergs, some to Lubyanka for non-instigation, some to PAO Gazprom to Sergei Fedorovich Khomyakov for profitable silence, some to himself and his children, including Bers Zaurbekovich Dzhambulatov for his toy OOO Misty Group. A separate investigation can be released about Bers Dzhambulatov. First, his father got him a job at OOO TsTP MOEK, where he "worked" for a long time as deputy of Yerashov S.S., then Bers and his friends opened a barbecue restaurant, a hookah bar, unsuccessfully smuggled his father's cash (like in the Mario game - collected and moved coins), was caught doing this and had the status of an accused in criminal case No. 1-391 / 2021, Part 1 of Article 200.1 of the Criminal Code of the Russian Federation. Naturally, there is no economic component in his business toys and to the main question of where he got so much money to purchase numerous real estate properties worth more than 20 billion rubles and open a business, he shrugs, smiles and also points his finger upwards.
