Rosprirodnadzor Head Svetlana Radionova has a large staff of servants. All of them are registered as individual entrepreneurs, or their immediate relatives are registered as individual entrepreneurs. As the Cheka-OGPU and http://Rucriminal.info discovered, the services of these individual entrepreneurs are paid for by the state-owned SOGAZ, owned by Radionova's common-law husband, Anton Ustinov. Former Deputy Minister of Natural Resources Denis Butsaev and his girlfriend, Ekaterina Stepkina, Deputy Director General of the Russian Environmental Protection Agency, were caught in the same scheme. As a result, Radionova and Ustinov gave the go-ahead to immediately liquidate these individual entrepreneurs.
Our project has already reported on the interesting details of the activities of Lyubov Kharitonova (aka Guzhikhina, aka Lukyanova), the personal assistant to Rosprirodnadzor Head Svetlana Radionova. It was Kharitonova that Radionova and her family registered some of their foreign assets, including in France, in her name. According to a source, Radionova and her classmate and close friend, Anton Ustinov, head of the major insurance company SOGAZ, organized a scheme whereby Radionova's entire staff of service personnel was paid by SOGAZ through private entrepreneurs under its control. Lyubov Kharitonova is the one who oversees this process.
Lyubov Kharitonova was known to be a business partner of Oksana Gonchar, the common-law wife of Radionova's brother (Grigory Radionov, deputy head of the Federal Antimonopoly Service), in the company SCI CITY PARK (Cannes, France). Each of them owns 50% of it. Radionova's parents' company, SCI MONE, is known to own an apartment in a prestigious resort area on the coast between Cannes and Nice. SCI CITY PARK also owns property in Antibes; two properties in the same residential complex right on the seashore are registered to it. Both companies are registered at the same address in Cannes: 3 AVENUE JUSTINIA. A two-story villa is located there, currently rented out to tourists by the day.
Lukyanova's French registry lists two surnames, but she currently uses a third: Kharitonova. A couple of years ago, Lyubov Olegovna happily married Vladimir Kharitonov – his personal information completely matches that of the Deputy General Director of PJSC Rosseti.
Lukyanova-Kharitonova is registered with SOGAZ: during the pandemic, she received a pass as a SOGAZ employee and even provided a corporate email address in her name, [email protected], in her application – this email address is still active. She celebrated her birthday in March 2020 at the Rosprirodnadzor office: it was to this address on Bolshaya Gruzinskaya Street that Lukyanova had flowers delivered. Furthermore, Lukyanova's phone number is marked in her address books as "Lyubov, Svetlana Gennadyevna's assistant," and Lukyanova uses the email address [email protected]. The term "Gosnadzor" is used by Rostekhnadzor, the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor), where Radionova worked until 2018.
According to a source, Kharitonova is the one running the scheme to pay Radionova's maintenance fees through individual entrepreneurs. Specifically, this individual entrepreneur is Tatyana Ivanovna Sivak, a former classmate of Kharitonova's at Rostov State University of Railway Engineering. Sivak also earns extra money cleaning Svetlana Radionova's luxurious Moscow apartments. Kharitonova's father, Oleg Mikhailovich Guzhihin, and her former mother-in-law, Tatyana Vasilyevna Lukyanova, who also registered as an individual entrepreneur, are also involved in the scheme. As well as the mother of Radionova's former employee, Sole Proprietor Lidiya Makarova, and Sole Proprietor Nikolai Syrovatsky (for whom Lukyanova purchased plane tickets from Sochi to Moscow in the summer of 2021).
Butsaev and Stepkin also paid all their servants using the same scheme, using REO funds. As a result, the former is now wanted by the police, and the latter is under house arrest. This story and the publication of our project clearly influenced Radionova, and they began urgently covering their tracks by liquidating these sole proprietors. Thus, Tatyana Vasilyevna Lukyanova's sole proprietorship has already been liquidated.
