The VChK-OGPU Telegram channel and Rucriminal.info have already written that in 2019-2020, criminal cases were opened in the hospital of the Federal State Budgetary Institution 411 Military Group of the Ministry of Defense of the Russian Federation (Belogorsk) and its branches (Blagoveshchensk), and in branch 2 (Yekateinoslavka village) against the heads of hospitals Vitaly Drozdov and Igor Tsoi (both have already been released through the SVO) for collecting part of the money from employee bonuses. The act is the same, but the head of the branch of the Federal State Budgetary Institution 411 Military Group of the Ministry of Defense of the Russian Federation Vitaly Drozdov was convicted under Art. 290 (accepting bribes), and the head of the Federal State Budgetary Institution 411 VG of the Ministry of Defense of the Russian Federation Igor Tsoi under Article 286 (abuse of power) of the Criminal Code. Vitaly Drozdov entered into a pre-trial agreement, which means the facts were not examined in court, in exchange for a mitigated sentence.
In Branch 1 of the Federal State Budgetary Institution 411 VG, criminal cases are being opened against 62 employees under Article 291 - giving a bribe. As the employees explained during interrogations, they were asked to hand over funds for the needs of the hospital. After a collective complaint from hospital employees to the Prosecutor General's Office of the Blagoveshchensk Garrison, investigator Dolzhenkov was sent to assist the investigation. As a result, cases against employees began to be closed under the note to Article 291, if the person agreed that he gave a bribe. The note to Article 291 states that a person is exempt from criminal liability if he actively assists in the disclosure and investigation of a crime, and also voluntarily reported the crime. But this was not the case with the hospital staff. FSB captain Sergei Perevarukha worked with all the staff by means of threats, blackmail, and an offer of barter in exchange for a slander. About 50 criminal cases were closed at the investigation stage, the cases of people who turned out to be obstinate went to court. Chairman of the Amur Regional Court Vasiliev O.D. put pressure on the judges of the Blagoveshchensk City Court. As a result, those who agreed in court that they gave a bribe, the cases were closed under the note to Article 291 (giving a bribe). People were asked why they had previously testified that they had donated money for the needs of the hospital, and then changed their testimony. People explained that pressure was exerted by FSB officer Perevarukha, in the prosecutor's office for the Blagoveshchensk garrison they wrote a confession under dictation, to which they were told: You should not say that.
Indeed, how can you close the case then on the basis of a note. Well, and those who did not agree, were sentenced to a fine. Among the employees there were people who did not hand over funds and if they were not named by an interested party, a criminal case was not opened against these people, although they had exactly the same bonus, kopeck for kopeck, as the people against whom criminal cases were opened. The calculation of the bribe was carried out by the head of the financial and economic department of the Military Commissariat of the Amur Region, specialist Oleg Popov. As this specialist explained in court, he is not an expert, although the conclusion was signed as an expert. The case and the conclusion on an electronic medium were brought to him by the investigator of the military investigation department of the Blagoveshchensk garrison Pavel Orekhov to the military registration and enlistment office and showed the figures from the interrogation of the chief accountant of the hospital, which he added up arithmetically, he does not know how these figures are confirmed. The wife of this specialist Oleg Popov, by the way, works in the military investigation department of the Blagoveshchensk garrison. Of course, this is not written in the verdict of the Blagoveshchensk court. The universal witness in all cases was the son of the chief accountant of the FGKU 411 VG of Belogorsk, Aleksey Lazarchuk (his mother Olga Lazarchuk, worked as the chief accountant in the hospital of Belogorsk). Aleksey Lazarchuk worked as a clerk in the Blagoveshchensk hospital (at that time his mother was under investigation), who, like Figaro, heard and saw everything. After the trial, he was recorded on a dictaphone, where he explained that he was mercilessly beaten by FSB officers in the pretrial detention center, that investigator Orekhov laughed in his face and said, you will do what we tell you, a criminal case was also opened against his wife Ekaterina Lazarchuk for giving a bribe when she was on maternity leave, a bonus was written out for her, but the money did not arrive on the card, but she, like everyone else, gave a bribe!!!
The employees who did not agree that they gave a bribe, brought a printout of a bank card to the court, that in the specified months the bonus was not received on the card, documents were brought to the court, plane tickets, that during the specified period there were no in the country. But the court wrote in the verdict, what does it mean they gave from other means?! However, no one knows from which ones. Everything is already clear about the appeal of such cases, no one in court figured it out, they rewrote the indictment and that's it. We know that the military prosecutor for the Blagoveshchensk garrison, Maxim Volkov, agreed with the chairman of the appellate court, Oleg Vasiliev, to convict people under the article on bribery. Moreover, only the period was of interest. When Vitaly Drozdov was the head of the hospital, i.e. from 2015 to 2019, before 2015, receiving a bonus was not considered a bribe?! And prosecutor Maxim Volkov needed all this to promote more than 60 corrupt officials!), he planned transfer to the district, but something went wrong. This is the kind of justice under the name of the Russian Federation in our country, or rather the lack thereof.
