At the design institute of the Roscosmos State Corporation, whose main operations are concentrated in Moscow, an unprecedented situation continues with wage arrears for over five months.

The last payday was on May 15, and since then, not a single employee has received a single ruble: no vacation pay, no severance pay, and certainly not a salary.

 

During the general director's absence (following the dismissal of A.S. Polyakov on May 15), the shareholder, JSC TsNIIMash, which owns 100% of the shares, is responsible for the company and the appointment of a new general director. The shareholder's liability in this matter is enshrined in Russian law.

As the VChK-OGPU Telegram channel and Rucriminal.info have discovered, over the past five months, JSC TsNIIMash, headed by V.A. Titov, has been responsible for the company's operations and the appointment of a new general director. The subsidiary has been completely abandoned to its fate: salary issues remain unresolved, accounts receivable and payable are growing daily, employees have been evicted from their rented premises in Moscow, where accounting and personnel documents remain, and the company's assets are scattered in unknown locations, including the office of the former CEO and V.A. Titov. Titov has been refusing to resolve this issue.

 

Since September, Sibpromproekt JSC has been without its last manager authorized to sign anything. The company is completely at large. From May to October, Sibpromproekt wrote countless letters and requests to V.A. Titov, but he hasn't even responded. Not a single letter regarding the resolution of any issue (rental of premises, state defense order fulfillment, wages, or managerial appointment) has been received. For five months, TsNIIMash JSC has been violating the Federal Law "On Joint-Stock Companies."

The head of the industry, D.V. Bakanov, has also failed to respond to employee letters sent back in August. Several Roscosmos enterprises whose orders were fulfilled by JSC Sibpromproekt, including JSC NPO Energomash named after Academician V.P. Glushko, the Khrunichev State Research and Production Space Center, JSC NPK ALTEN, and others, are in limbo; work on the state defense order has been halted.

 

On July 29, at a meeting between representatives of JSC Sibpromproekt and the General Director of JSC TsNIIMash, V.A. Titov, the employees were brazenly deceived.

 

In front of a large number of witnesses (approximately 15 people), Titov said that salaries would be paid at the end of August. And on the same day, as it later turned out, he signed a waiver of financial assistance (document attached). To avoid paying salaries, V.A. Titov filed for bankruptcy for JSC Sibpromproekt and, knowing that employees could wait years for payments and were highly likely to receive nothing, deliberately deceived them, claiming that their salaries would be paid in a month, omitting the fact that he had signed a waiver of financial support.

 

This issue affects not only the Krasnoyarsk Territory, where the company is registered, but also Moscow, where virtually all the employees are located.

 

Furthermore, the Prosecutor's Office has ordered Titov, who is responsible for this unprofitable situation, to correct the violations of the law and pay the salaries of JSC Sibpromproekt employees, but he continues to ignore them. Under the law, specifically Article 145.1 of the Russian Criminal Code, criminal liability for total non-payment of wages has long been in effect.

 

Employee letters sent to the Presidential Administration are forwarded to the State Corporation Roscosmos for response, and unfortunately, the situation remains unresolved, as Roscosmos is taking no action. Employees of JSC Sibpromproekt are preparing for the upcoming direct line with Putin to ask him to help resolve the ongoing inaction by V.A. Titov and Roscosmos, as some employees have begun to experience health problems amid the current morale- and financial-devastating situation.

 

TsNIIMash has initiated bankruptcy proceedings against its subsidiary, Sibpromproekt. Liquidation of this organization has also been initiated. Sibpromproekt executes state defense contracts, and its employees have not received their salaries for five months. The total outstanding wages already exceed 40 million rubles. Employees are being laid off. Sibpromproekt, under the management of TsNIIMash, is effectively unable to function. It has emerged that the bankruptcy proceedings were initiated by the legal department at the instigation of TsNIIMash's Economic Security Service. According to the VChK-OGPU Telegram channel and Rucriminal.info, the Service is headed by Dmitry Ermoolenko, a former employee of the Investigative Committee and the Economic Security Department of the Roscosmos State Corporation. It should be noted that after the leadership change at TsNIIMash, this is not the first (after Sibpromproekt) unfounded decision initiated by the head of the economic security service. TsNIIMash initiated the termination of the lease agreement with Neoenergo LLC. The head of the economic security service has a deputy, Natalia Palchikova, with whom He has been close for several years. His deputy doesn't have a higher education, but thanks to a personal connection, he holds a leadership position and participates in decision-making, including at the aforementioned organizations. Furthermore, the deputy works part-time and receives a salary at Technopark, a subsidiary of TsNIIMash, which is also experiencing economic problems and is not conducting any business activities. It is noteworthy that these heads of the economic security service use their positions to improve their own quality of life, not the company's. The renovation of their recently purchased apartment was carried out by a contractor who performed construction work for TsNIIMash. Where will such an economic security service lead the industry's leading enterprise, TsNIIMash, its general director Vasily Titov, Sibpromproekt, and other dependent enterprises?
