As revealed by VChK-OGPU and Rucriminal.info, Elena Milskaya—wife of EMERCOM head Alexander Kurenkov—controls a number of undisclosed foundations; the founder of one of them is closely linked to the Russian FSB and faces accusations in Germany of conducting intelligence activities within the country.

Our project was the first to report on the wife of EMERCOM chief Kurenkov, who effectively manages the ministry's personnel policy—handling appointments, dismissals, and transfers. Elena Milskaya, Chair of the Board of Trustees of the National Center for Missing and Abused Children, maintains very close ties with Kadyrov, Kiriyenko, and the so-called "Orthodox oligarch" Konstantin Malofeev.

 

However, there are entities that Milskaya prefers to keep out of the public eye. One such affiliated organization is the Sebi Foundation; she frequently travels with its leadership to attend to various matters. Both the foundation and Milskaya actively collaborate with the company FrutoNyanya.

 

The Sebi Foundation was established in June 2017 by a sole founder: Visa Nokhayevich Mizaev, a native of Grozny. In December 2021, Mizaev withdrew as the foundation's founder. There is a gap in the records here; it is unknown whether there was a founder at all until January 2025, when Natalia Petrovna Yurchenko—a top executive in Mizaev’s family business—became the new founder.

Mizaev held a German residence permit and a passport from Saint Kitts and Nevis. Visa Mizayev was added to EU sanctions lists in December 2024 for his involvement in a Russian intelligence operation targeting Germany’s Federal Intelligence Service (BND).

 

Media reports have detailed Mizayev’s attempt to recruit Karsten Linke, an employee of the BND. *Der Spiegel* believes Mizayev served as the Russian agent’s contact person—his handler. This information is based on testimony from Linke’s accomplice, Artur Eller, an ethnic German resettler from Russia. In the autumn of 2022, Linke handed Eller an envelope containing information intended for Mizayev. Eller flew to Moscow and met with FSB officers, who requested further intelligence; according to some reports, he was paid €400,000 for this. Eller was detained in Germany in December 2022, as was Linke; both face charges of high treason. Mizayev remains at large and is currently using documents under the name Oleg Shishkin.

 

Visa Mizayev’s wife is Olga Belyavtseva, one of Russia’s wealthiest women (with a net worth of approximately $600 million, according to *Forbes Russia*). Her fortune was managed by the company Quantum Consulting (as stated on the firm's website, which was designed by the Art. Lebedev Studio). Visa Mizayev himself used an email address on the Quantum Consulting domain.

 

Belyavtseva is a shareholder in the baby food manufacturer Progress (owner of the "FrutoNyanya" brand) and the company Agronom-Sad (which operates apple orchards covering roughly 2,000 hectares). In 2022, Progress doubled its net profit to 8.1 billion rubles. Mizaev and Belyavtseva jointly own Agronom-Sad and Biplast; Belyavtseva was originally the sole owner of these companies but transferred a 30% stake in each to Mizaev after their marriage in 2018.

 

Natalia Yurchenko is listed in contact books as "Natalia FrutoNyanya" (Mizaev’s wife, Olga Belyavtseva, owns the manufacturer of the FrutoNyanya brand).

 

In 2021, she gave an address on Varshavskoye Shosse when visiting a medical clinic. These two buildings were constructed in the 2010s commissioned by the Presidential Administration’s Property Management Department.
