Advisor to the Oryol Region Governor Sergei Lezhnev, who is on trial for embezzlement, was removed from the hearing under escort for a "breach of discipline." He emotionally accused FSB officers of fraud, and earlier stated, "If I tell the truth, many people won't like it." A significant portion of the funds, as it turns out, was sent by the fund to IMA-Consulting LLC (see documents), the "king" of government procurement, receiving hundreds of millions for election PR. It is also known for its black PR and shady election-related activities.
It's worth revisiting the dates when the funds from entrepreneurs were received by the fund.
What significant events took place in the Oryol Region in September 2020 and 2021?
Well, of course. Elections!
Lezhnev's criminal case materials reveal a number of medical equipment suppliers. It was established that local authorities purchased the equipment at a price 30% above market price. However, the "margin" did not remain with the supplier companies.
It turns out that all these companies jointly entered into contracts in 2020 (July-August) and made payments to... IMA-Consulting LLC.
That is, the governor of the Oryol Region. Andrei Klychkov used budget funds for various election campaigns in the region, his own PR, and the media "wipeout" of opponents using these simple schemes. Local authorities purchased equipment from suppliers at inflated prices, but part of the profits was supposed to go toward paying PR specialists. Funds collected from businesses by the infrastructure support fund were also used for these purposes.
Just in the midst of Lezhnev's hearings and the release of interesting materials, a very strange event occurred, which our project reported on.
Tatyana Davydova, the personal assistant of political strategist Vartan Sarkisov, the general director and co-owner of the consulting and PR company IMA-Consulting, which services Kremlin structures, the Moscow mayor's office, and others, died under strange circumstances. Sarkisov is said to be a consultant to Alexei Gromov, the First Deputy Chief of Staff of the Presidential Administration (also a media curator).
