For over six months, the Kaspiysk City Court has been hearing the criminal case against Aivar Aliverdiev, the former head of the Kaspiysk Property Relations Department, who is accused of embezzling a land plot worth 7 million rubles from the city. During his time in municipal service, Aliverdiev achieved certain accomplishments for the city, such as the formation of land plots for the construction of social facilities and the implementation of a modern cadastral registration system. However, this did not prevent law enforcement agencies from harshly assessing the fact that he had engaged in an illegal land exchange.

However, there are several aspects of the case that, for some reason, did not interest law enforcement:

 

1. The victim is a crime boss, Grisha Gimbatov (through his wife), known far beyond the borders of his native Kaspiysk.

 

2. Aliverdiev is not authorized to issue official documents; that is the prerogative of the mayor, Gontsov.
