Sources from the VChK-OGPU Telegram channel and Rucriminal.info report that representatives of Voronezh oligarch Yusif Rasul oglu Khalilov (who owns the "Yardy Superbar" restaurant, the "Fort" cafe, and is a co-owner of the large grocery store Alekseevsky Market) are seeking access to the new leadership of the FSB Directorate K to resolve the issue of Khalilov's release, as well as the fate of his fashionable restaurant, "Yardy." The proposed "deal" exceeds 100 million rubles. As reported by our resource, Sergei Trukhachev, the brother of the new head of the FSB Directorate K, Alexei Trukhachev, is currently the acting governor of the Voronezh Region. According to a source, Ivan Tkachev, former head of the FSB's Directorate for Combating Corruption (DKKR), is personally acquainted with Teyub Guseinov, Khalilov's business partner and the other co-owner of the Alekseevsky Market. Teyub Magomed Ogly Guseinov has gained control of similar markets in Belgorod and constantly touts his family ties to Ilham Ragimov, a classmate of Vladimir Putin.
Whether the arguments of Khalilov and his partner Guseinov will prevail over common sense, or whether high-ranking officials will soon descend on Voronezh, remains to be seen.
Currently, Yusif Rasul Ogly Khalilov, the leader of the Azerbaijani diaspora in Voronezh and owner of the Alekseevsky Market, is in pretrial detention for bribery. Criminal case No. 12502200046120042 was opened against him and is being handled by the Investigative Committee of the Russian Federation for the Voronezh Region.
On September 2, 2025, Judge O.A. Timashov of the Arbitration Court of the Voronezh Region published the operative part of the court decision in case No. A14-13422/2022, concerning the claim of the Administration of the City of Voronezh against Yusif Rasul Ogly Khalilov for the demolition of an unauthorized structure and the counterclaim of Yusif Rasul Ogly Khalilov against the Administration of the City of Voronezh for recognition of ownership of the unauthorized structure. According to the decision, the court ruled: to recognize a single structure consisting of a non-residential building – a two-story garage with an area of 334.4 square meters. with cadastral number 36:34:0402020:1934, a 2-storey non-residential building with an area of 1256.6 sq.m. with cadastral number 36:34:0402020:1933 and a 2-storey outbuilding with an area of 256 sq.m. with cadastral number 36:34:0402020:1949, located on land plots along Yeniseyovskaya Street, 3v, 5 with cadastral number 36:34:0402020:1249 and along Yeniseyovskaya Street, 3 with cadastral number 36:34:0402020:1935, as an unauthorized construction and oblige individual entrepreneur Khalilova Yu.R. to demolish it at his own expense within three months from the date of entry into force of the court decision. A very similar case, No. A14-12000/2017, was heard by Judge O.N. Gashnikova of the Voronezh Region Arbitration Court regarding an unauthorized construction of 2,270.9 square meters belonging to Khalilov's wife, Zulfiya Jasur kyzy Khalilova, at 2 Slesarny Lane, Voronezh. Khalilov had received a permit to construct a residential building with a total area of 310.2 square meters. Instead, Yu.R. Khalilov erected a structure of 1,128.2 square meters by seizing land whose ownership had not been demarcated. On April 9, 2008, the Leninsky District Court of Voronezh, in case No. 2-11408, ordered the demolition of the unauthorized structure. However, Khalilov simply failed to comply. According to the documents, ownership of the building was transferred to Khalilov's wife. After this, another floor is added, and instead of being demolished, the illegal building becomes 2,270.9 square meters. On February 6, 2019, Judge O.N. Gashnikova issues an absolutely lawful decision to demolish the unauthorized structure. On May 24, 2019, the Nineteenth Arbitration Court of Appeal, consisting of Judges G.N. Korableva, E.Yu. Shcherbatykh, and I.V. Ushakova, issues a Resolution upholding the Decision. Justice prevails. But, unfortunately, no. On October 8, 2019, the Arbitration Court of the Central District, represented by Judges L.V. Leonova, L.A. Kryzhskaya, and A.N. Shulgina, issues a Resolution overturning the previous decisions, stating that the demolition of real estate is an extreme measure and must not violate the rights of the building owner. And it doesn't matter that Khalilova wasn't the legal owner of the 2,270.9 square meter building. Apparently, Khalilov found the key to the hearts of the aforementioned judges. The case was then sent back for a new trial and assigned to the "right" judge, L.V. Romanova, who, on August 29, 2022, recognized Khalilova's ownership rights as Zulfiya Jasur kyzy.
The Nineteenth Arbitration Court of Appeal, represented by Judges M.S. Voskoboinikov, G.N. Korableva, and A.I. Porotikov, upheld the decision. We have already written about Judge Romanova, who "forgot" to declare the apartment she acquired after the latest Decision in Case No. A14-7160/2023 in favor of Alef LLC, controlled by Yu.R. Khalilov.
Incidentally, the same A.I. Porotikov is also involved in this case. and Korablyova G.N. upheld Romanova L.V.'s decision. This is how Khalilov Yu.R., having initially had a construction permit, The owner of a 310.2 square meter house, with the help of the "right" judges, legalized an unauthorized building of 2,270.9 square meters. (Incidentally, connecting such a building to the appropriate power grid in the private sector also presented Khalilov with difficulties for some time, but apparently the right person was found here too.) Perhaps the case of the Yardy restaurant (which prosecutor Krasnykh frequented) No. A14-13422/2022 has not yet been concluded.
