The Cheka-OGPU and Rucriminal.info discovered the reality behind the high-profile "Krasnodar road workers" case and how it itself evolved into a gigantic corruption machine. As a result, the main protagonists, individuals extremely close to Governor Veniamin Kondratyev, were released and retained their assets. Most major players in the regional road construction market essentially had their businesses "squeezed out." They were replaced by players close to the security forces. And the main manipulators of this story are rising in the security services, one after another.

 

The beginning of this story can safely be traced back to 2011, when Krasnodar oligarch Safarbiy Napso decided to become the "Adyghe Robson" (the former shadow ruler of Sochi, Ruben Tatulyan, who had fallen into disgrace), as he himself repeatedly stated in a small circle of like-minded people. As a result, Safarbiy (with the assistance of an influential relative of State Duma deputy Yuri Napso) headed the State Unitary Enterprise of Krasnodar Krai "Dagomys DRSU" - a key enterprise in the city of Sochi in the field of road construction. From 2017 to 2018, Safarbiy Napso combined his work at the aforementioned DRSU with the position of president of the Krasnodar Regional Public Organization "Union of Kuban Road Builders." These positions allowed him to build a circle of influential contacts, both among representatives of the administrative/commercial sphere and among influential security officials in the region. The basis for such "talents" was access to the unlimited financial resources of the organization he headed. state-owned enterprise and political influence over members of the Kuban Road Builders' Union. This allowed him to lead an extremely affluent lifestyle, acquire expensive assets in Russia and Turkey, maintain service personnel, numerous security guards, and luxury vehicles, while also "appeasing" the local elite, including influential State Duma Deputy Anatoly Voronovsky and Transport Minister Alexei Pereverzev (who is extremely close to Veniamin Kondratyev, the godson of his children). This included multiple joint flights on a private helicopter, expensive gifts, and costly services...

 

Considering the specific security requirements of Sochi and the surrounding area (the operation of global security systems installed in preparation for the XXII Winter Olympic Games and the accompanying comprehensive measures), Napso's active "commercial" and public activities could not go unnoticed by law enforcement. Aware of this reality, Napso organized a scheme of "mutually beneficial cooperation" (cashing out funds). He had been dealing with several high-ranking law enforcement officials (including budget funds, subcontracting, providing free services, and paying bills at entertainment venues), which allowed him to evade responsibility for a long time.

 

According to our informed sources, the law enforcement officials "in Napso's pay" happily accepted his "friendship."

But friendships with law enforcement agencies almost always end the same way. At some point, the security forces decided they'd had enough of "gifts" and needed to become full-fledged partners. And all officials with connections to this industry needed to be kept on a tight leash. This is how the case with the high-profile defendants emerged.

As a result, funds are already flowing to other companies. And the security forces have made a killing off Napso and Kondratyev's circle. Follow the news.

- 2025: A criminal case was opened against Safarbiy Napso for the theft of road equipment worth over 45 million rubles. 2018-2021. Sale in 2019 of the Dagomys Road Construction and Maintenance Department's asphalt concrete plant for less than 1 million rubles to a controlled company. The plant's actual value was over 81.6 million rubles. Diversion of tens of millions of rubles through controlled companies by signing contracts for supplies and work performed.

The trial court found Safarbiy Napso guilty and sentenced him to 4 years in prison.

 

- November 2025: Safarbiy Napso agreed to a plea bargain and provided incriminating testimony against the Vice Governor of Krasnodar Krai, former advisor to the governor, Veniamin Kondratyev, and current State Duma Deputy Anatoly Voronovsky. According to the supervisory authority, Voronovsky received various gifts from Safarbiy Napso between 2017 and 2020 totaling at least 25 million rubles. Allegedly for patronage from the Krasnodar Krai administration. He allegedly purchased and renovated an apartment registered to the mother of Anatoly Voronovsky's assistant. He furnished his son's house in Sochi with expensive furniture. He bought a tractor for Voronovsky's relatives and also cleared the bottom of a pond on the family property in the Ust-Labinsky District.

- January 2026: The Prosecutor General's Office filed a civil suit in the Central District Court of Sochi for the nationalization of the property and assets of many well-known politicians and businessmen in the Krasnodar Territory. Including the same Anatoly Voronovsky, and Andrei Doroshenko, a current State Duma deputy from United Russia, and a member of the Legislative Assembly of the Krai Alexander Karpenko of the Snodar Territory. As well as their children (Milana and Eldar Doroshenko), relatives, friends, and others. Along with their property, 18 of the region's largest companies, primarily in the road transport sector, are seized.

 

- January 2026: Safarbiy Napso becomes a suspect in new criminal case 12601030003000037 under Part 4 of Article 159 of the Criminal Code of the Russian Federation, initiated against some of the defendants in the aforementioned civil suit. Those detained include: Alexei Pereverzev, Minister of Transport and Road Management of the Krasnodar Territory, and his two deputies, Alexei Smaglyuk and Alexander Dashuk. - January 2026: Aleksey Pereverzev was reappointed by Veniamin Kondratyev to his previous position as Minister of Transport and Road Management of the Krasnodar Krai. He entered into a plea bargain with investigators, pleaded guilty, provided incriminating testimony, and was released from pretrial detention on bail.

 

- February 2026: The regional court upheld Safarbiy Napso's appeal against his sentence. His actual sentence was commuted to probation.

 

As a result:

- Safarbiy Napso is at large, retaining all his assets;

- Aleksey Pereverzev is at large, serving as Minister of Transport and Road Management of the Krasnodar Krai;

- Veniamin Kondratyev is in office, free from criminal charges;

 

The main beneficiaries of this law enforcement investigation are being identified and will be identified in subsequent publications;

 

- Dagomys Road Construction and Maintenance Department (a Safarbiya Napso estate) is in bankruptcy proceedings to conceal a 1.5 billion ruble balance sheet deficit;

- Soyuzdorstroy LLC (a Safarbiya Napso estate) is preparing to participate in government tenders as a new contractor. However, sources say Soyuzdorstroy now has unofficial co-owners from law enforcement agencies.

- A group of construction companies, former contractors, has had their operations frozen, and their assets are in the process of being nationalized;

- The assets and liabilities of the remaining participants and their relatives in the criminal proceedings have been seized and are in the process of being nationalized.

Napso himself, as a reminder, is free, his actual sentence has been commuted to probation, his main assets (OOO Soyuzdorstroy, the hotel, land plots, real estate, and the equestrian club) have been preserved, and any attempts to prosecute him for the actual bankruptcy of the State Unitary Enterprise of Krasnodar Krai "Dagomys DRSU" and the compensation of 1,500,000,000 rubles for damages to the Krasnodar Krai budget have been blocked. Damages incurred in the previous criminal proceedings have been covered by the transfer of undervalued, illiquid land plots.

- The Krasnodar Krai road contracting market has been reformatted to accommodate the main participant, OOO Soyuzdorstroy, and its satellites;

- Control over officials from Kondratyev's inner circle has been gained;

- A positive media environment has been created for personnel appointments in the security sector.
