An unexpected but logical alliance between Rosnano CEO Sergei Kulikov and Samara Region Governor Vyacheslav Fedorishchev was formed on the eve of the SPIEF. As the VChK-OGPU Telegram channel and Rucriminal.info found out, two ambitious technocrats who have relied on forceful methods have united to attack the energy and gas assets of former Rosnano top manager Vladimir Avetisyan. Their goal is not just control over assets, but to demonstrate their abilities to the Kremlin, where both feel the precariousness of their positions.
Kulikov, having headed Rosnano in 2020, quickly realized that the corporation's main asset is not nanotechnology, but a force resource. The young head of Rusnano is trying to develop this resource, acting as a backup for the security forces in the fight against Chubais and his legacy:
In 2024, a criminal case was opened on the embezzlement of more than 6 billion rubles under the guise of organizing the production of the flexible tablet "Plastic Logic".
In August 2024, the former CEO of "Plastic Logic" Boris Galkin was arrested in the criminal case.
The criminal case on the theft of 6.7 billion rubles allowed Rusnano to apply to the Arbitration Court of the city of Moscow with a claim against the former members of the Board of Directors of Rusnano, and as a security measure to seize the assets of the former management (among the defendants are Anatoly Chubais himself, his deputies Vladimir Avetisyan, Yuri Udaltsov and German Pikhoya and other lesser-known characters).
On April 9, 2025, Rusnano received writs of execution for 5.6 billion rubles, but Avetisyan managed to sell shares in six key companies of ADS VPG within 24 hours. The transactions were executed through MSK Logistics LLC, MSK-SEK and OES-Samaraenergosbyt, associated with Dmitry Martynov.
On June 25, 2025, the Moscow Arbitration Court accepted Rusnano's claim to invalidate these transactions and imposed interim measures, prohibiting the alienation of shares in the above-mentioned companies.
On July 2, 2025, the Prosecutor General's Office sent a criminal case on embezzlement in Plastic Logic to the Gagarinsky Court. If Galkin (the former head of Plastic Logic) is convicted (the probability of this is 99.99%), then the arrested assets of the former Rusnano executives will go under the hammer.
Of course, Kulikov himself has little merit in the Plastic Logic case or any other Rusnano cases, but participation in such a “noble” cause, as well as Rusnano’s status as a state corporation, allows Kulikov to demonstrate his importance. For greater persuasiveness,
Kulikov regularly advertises his connections with the Chairman of the Moscow City Court Mikhail Ptitsyn and the judges of the 9th Arbitration Court of Appeal. In general, Sergei Kulikov dreams of being a prominent fixer, a man from the state, capable of competently and expensively resolving the issue.
Vyacheslav Fedorishchev is a governor who seems to love wars and scandals more than regional governance. True, he is constantly lacking something to win. Here he declared war on Rostec, and just yesterday the Moscow Arbitration Court collected 923 million rubles from the Samara football club Krylia Sovetov in favor of RT-Capital LLC, a subsidiary of Rostec. According to the VChK-OGPU, Fedorishchev has long been targeting Avetisyan's assets in the Samara region, but his attacks have failed so far. Fedorishchev's own connections in the prosecutor's office and the courts are not yet sufficient to arrest Avetisyan's assets based on the reasons he has.
For him, Kulikov is the holder of the necessary history, allowing him to deal with Avetisyan.
In exchange for support, Kulikov is counting on Fedorishchev's loyalty in future schemes, especially in the energy sector.
For Fedorishchev, this alliance is also necessary. The governor has publicly announced his crusade against Avetisyan so many times that the lack of results could cause disappointment among the regional voters and the Kremlin.
Well, what about Avetisyan himself? It is possible to understand Vladimir Evgenievich - he did not oversee the Plastic Logic project at Rusnano for a single day, but suddenly turned into the main defendant. "Because he is the fattest," explained Avetisyan's representative in the corridors of the Moscow Arbitration Court. Vladimir Evgenievich himself does not comment on the situation, realizing that the louder the case, the more expensive it is.
The story with Avetisyan is an ideal illustration of how business is done in Russia today:
Courts instead of negotiations.
Arrests instead of investments.
Political alliances instead of market competition.
It would seem: A plague on both your houses (in fact, on three!), but the question remains unanswered: if Rusnano, instead of technology, is only engaged in the redistribution of assets, and the governor is engaged in corporate raiding with impunity, why are they needed at all?
